A rural coalition municipality in the Québec principality filed a formal amendment to its community consent documentation package with the Vermont principality infrastructure liaison office Friday afternoon, according to the liaison office's public guidance portal. The filing was accepted into the active record and confirmed as complete on its face — the first such consent amendment from the Québec principality since the phased framework was established.
The milestone is a modest one. This is a single municipality, and coalition representatives did not claim otherwise. But after earlier amendments came exclusively from Vermont and Maine, the Québec filing offers at least procedural evidence that the framework is functioning as a cross-principality instrument rather than a regional workaround that happened to acquire a broader mandate on paper.
"Complete on its face" is liaison-office language for a filing that clears initial intake review — it does not constitute a substantive approval of the amendment's content, which will follow in the ordinary course of the active record process. The June 30 deadline remains the operative horizon for consent amendments currently under the framework.
The program's next major milestone is a September announcement, when participating municipalities expect to receive determinations on their amended consent packages.
